Who can apply
MOOI is for a partnership of at least three companies from different groups. Small, medium-sized and large companies can join, as well as research organisations, local governments, suppliers and energy users. All participants make a financial and technical contribution of about the same size.
One participant is the lead applicant, the penvoerder. This company submits the application on behalf of all partners.
- An establishment in the Netherlands. A company that receives subsidy has a permanent establishment or a subsidiary in the Netherlands at the moment of payment. A Dutch private limited company (BV) of a group from abroad qualifies.
- Partners abroad. A partner with an establishment abroad only can join as a participant in kind. The partners with an establishment in the Netherlands then receive the subsidy.
- Financial health. Each participant confirms its financial health in a standard declaration of the Netherlands Enterprise Agency (RVO), the Verklaring ‘Geen onderneming in moeilijkheden’.
What you receive
| Participant | Subsidy |
|---|---|
| Large company | 40% of the costs |
| Medium-sized company | 50% of the costs |
| Small company | 60% of the costs |
| Research organisation, for research as a public task | 80% of the costs |
These rates apply to a genuine partnership. Otherwise companies receive 15 percentage points less. In the industry theme, a project has at least €2 million in eligible costs, and each participant with subsidy receives at least €25,000.
| Theme in 2026 | Budget |
|---|---|
| Electricity | €20 million |
| Built environment, with an innovation ready for use within 5 years | €20 million |
| Industry, with a first application within 10 years | €20 million |
| Carbon removal | €10 million |
Nuclear energy had a separate round, from 5 January to 12 February 2026. Four projects received €12.6 million in total.
What the subsidy is worth per project
| Project | Eligible costs | Subsidy |
|---|---|---|
| A large, a medium-sized and a small company, €2 million each | €6 million | €800,000 + €1 million + €1.2 million = €3 million |
| Three large companies together | €10 million | €4 million, the maximum |
How RVO ranks the applications
MOOI is a tender. An advisory committee scores each project from 1 to 10 on five criteria.
| Criterion | Weight |
|---|---|
| Contribution to the goals of the scheme | 22.5% |
| Degree of innovation | 16.25% |
| Chance of success in the Dutch market and society | 22.5% |
| Quality of the project plan | 16.25% |
| Quality of the partnership | 22.5% |
A project needs at least 6 points on every criterion. RVO awards the budget in the order of the ranking.
How we arrange the application
Our team arranges the full application. A specialist from our network writes the project plan with you and your partners. You decide at every step, and RVO decides on the subsidy.
| Work | Who does it |
|---|---|
| The pre-registration of the plan and the partnership | The specialist from our network, with you and your partners |
| The project plan in the RVO model, at most 40 pages, written for the five criteria | The specialist, with you and your partners |
| The budget per result, the declarations and the partnership agreement | Our team, with the partners |
| The Dutch company of a partner from abroad, with its registrations and eHerkenning, the Dutch business login | Our team |
| The submission | The lead applicant with eHerkenning at level 3, with our preparation |
| After the grant, the progress reports and the final settlement | Our team, with an auditor for the audit statement |
Our fee consists of a feasibility check at a fixed price, a fixed amount for the application file and a percentage of the subsidy granted, all agreed in advance. You see each amount in your proposal before you decide.
