EU Innovation Fund for projects in the Netherlands, and how it applies to a company from abroad

The EU Innovation Fund pays part of the cost of large projects with new technology that cuts greenhouse gas emissions. The EU pays for the fund from the revenue of its emissions trading system. A grant is up to 60% of the relevant costs, and new rounds start in December 2026. Companies from any country can apply for a project in the Netherlands. Our team arranges the application, with a specialist for the technical parts.

Short answer

The EU Innovation Fund is for new technology in energy-intensive industry, renewable energy, energy storage, carbon capture and storage, clean mobility and buildings, and the manufacture of parts for clean technology.

A grant is up to 60% of the relevant costs. There are also auctions for hydrogen and heat, where the lowest bid wins.

In the 2025 round, 77 projects received €3.4 billion in total. Eight of those projects are in the Netherlands. Companies asked for €17.5 billion in 358 applications.

The European Commission starts five new rounds in December 2026. The largest round closes in April 2027.

A legal entity from any country can apply, for a project in the EU, Norway, Iceland or Liechtenstein. At Holdwise, we arrange the application with a specialist from our network, and we set up the Dutch company when it is needed.

Who can apply

A legal entity from any country can apply, alone or in a consortium. The project is in the European Union (EU), Norway, Iceland or Liechtenstein. A Dutch private limited company (BV) of a group from abroad can therefore apply for a project in the Netherlands.

An example from 2025 is the project Phantom in the port of Rotterdam, led by a Spanish company.

The Netherlands Enterprise Agency (RVO) is the Dutch contact point. RVO advises companies and arranges a letter of support from the Dutch ministry. The European Commission assesses the applications.

What you receive

A grant is up to 60% of the relevant costs. These are the extra costs of the new technology, under the calculation method of the fund. The fund pays up to 40% of the grant on agreed milestones, before the project is fully in operation.

In the auctions, the support is a fixed premium. For hydrogen, it is a premium per kilogram of hydrogen for up to 10 years. For heat, it is a premium per tonne of CO2 avoided.

The European Investment Bank offers free project development assistance to promising projects that need more work.
