Who can apply
SDE++ is for companies and non-profit organisations. Only the intended producer applies. That is the company that puts the installation into operation and operates it. When an adviser applies on your behalf, the adviser uses a mandate.
A Dutch BV of a group from abroad can apply when that BV will operate the installation in the Netherlands.
- Renewable electricity. Such as solar and wind. Solar panels count from 15 kilowatt-peak (kWp), on a grid connection larger than 3 x 80 amperes.
- Renewable heat and gas. Such as geothermal energy and digestion.
- Low-CO2 heat. Such as a heat pump from 500 kilowatts of heat or an electric boiler from 2 megawatts of heat.
- Low-CO2 production. Such as hydrogen from an electrolyser from 500 kilowatts, and carbon capture and storage.
What you receive
Each category has a base amount. This is the cost price of production, and the highest amount you can apply for. Each year the government sets a correction amount, the average revenue from what you produce. Your subsidy per unit is the difference between the two.
The correction amount is at least two thirds of the long-term price. You receive the subsidy for 12 or 15 years. The decision states the maximum amount over the full term.
| Phase in 2026 | Subsidy per tonne of CO2 up to | Dates |
|---|---|---|
| 1 | €75 | 27 October 9:00 to 2 November 17:00 |
| 2 | €150 | Until 9 November 17:00 |
| 3 | €225 | Until 16 November 17:00 |
| 4 | €300 | Until 23 November 17:00 |
| 5 | €400 | Until 26 November 17:00 |
RVO handles applications in order of arrival. When the budget is used up on a day, RVO ranks the projects of that day on the subsidy per tonne. Low-temperature heat, high-temperature heat and molecules each have a reserve of €750 million. All times are Dutch time.
What the subsidy is worth
Say the base amount of your project is €0.08 per kilowatt-hour and the correction amount in a year is €0.05. You then receive €0.03 per kilowatt-hour for that year. At 2 million kilowatt-hours, that is €60,000, and €900,000 over 15 years with the same amounts.
In the 2025 round, 360 projects received a little over €7.1 billion in total, almost €20 million per project on average.
What the application needs
- Permits. The permit is in place at the time of application, and you send a copy. Solar and wind need a full environmental permit.
- Feasibility study. With an operating calculation and a financing plan. When equity is below 20%, a statement from the lender is part of it.
- Grid capacity. A solar project needs a transport indication from the grid operator for this round.
- Consent. The owner of the site signs the consent form of RVO.
- Order of steps. You make firm commitments for the investment after the application.
How we arrange the application
Our team arranges the full application. A specialist from our network prepares the feasibility study with your engineers. You decide at every step, and RVO decides on the subsidy.
| Work | Who does it |
|---|---|
| The choice of the category, the bid and the phase | The specialist from our network and our team |
| The feasibility study with the operating calculation and the financing plan | The specialist, with your figures |
| The check of the permits, the transport indication and the consent of the site owner | Our team |
| The Dutch company of a group from abroad, with its registrations and eHerkenning, the Dutch business login | Our team |
| The submission in the right phase | Our team with a mandate, or your director with eHerkenning at level 3 |
| After the grant, the production reports and the yearly settlement | Our team, with your production figures |
Our fee consists of a feasibility check at a fixed price, a fixed amount for the application file and a percentage of the subsidy paid out to you, all agreed in advance. You see each amount in your proposal before you decide.
- Our team has a look first. You describe the installation, the site, the permits and the timetable.
- Feasibility check. We test the category, the bid per tonne and the documents.
- Proposal. You receive the scope of the work and the fee before you decide.
- Application. We prepare the study and submit a complete application in the phase that suits your bid.
- After the grant. We prepare the reports and the settlement, year after year.
When to apply
- The 2026 round. From 27 October 2026 at 9:00 until Thursday 26 November 2026 at 17:00 Dutch time.
- A complete application. RVO places only complete applications in the order.
- 2027 and later. According to RVO, the Dutch government reserves €8 billion a year for 2027 to 2032. The dates of the 2027 round follow.
Payments and obligations after the grant
- Construction. The deadline for operation differs per category. For onshore wind, it is 4 years after the decision.
- Advance. Each month you receive an advance of 80% of the expected amount for that year.
- Settlement. RVO sets the subsidy each year on your actual production and the correction amount of that year.
