What Decisions 5973 and 5986 refund
Two Presidential Decisions set the support, and the Turkish Ministry of Trade implements them. Decision 5973 on export support is dated 17 August 2022 (Official Gazette No. 31927 of 18 August 2022). Its latest amendment, Decision 11007, was published on 7 March 2026. Decision 5986 on e-export support is dated 24 August 2022. Its latest amendment, Decision 10881, was published on 17 January 2026 (Official Gazette No. 33140).
Decision 10881 ended the warehouse rent support in Decision 5986 (article 6(2)). The fulfillment support in article 6(1) continues. For the rent of a warehouse abroad, Decision 5973, article 11 applies.

| Decision 5986, article 6(1) (sipariş karşılama: order fulfillment) | 50% of fulfillment abroad for e-commerce sales | 3 years per country; the supported costs are at most 10% of the e-commerce sales in that country | Within the yearly cap in the decision | Companies, e-export consortia, web shops and marketplaces |
Lira amounts for Decision 5973: consolidated text with the amendment of 7 March 2026 (Ministry of Trade of Türkiye). The Ministry updates the caps each January in line with inflation (Decision 5973, article 30). Each support item has its own conditions and documents.

For target countries set by the Ministry, the rate can be up to 20 percentage points higher (Decision 5973, article 29). Plan with the base rate of 50% for the Netherlands.
How a claim works
- The Turkish company pays first. It rents the unit or buys the fulfillment service, and pays the invoices in full.
- It applies through its exporters’ association. The circulars of the Ministry of Trade set the documents for each support item, such as the invoices and the proof of payment (Decision 5986, article 19).
- The refund is in lira. After approval, the Turkish company receives the refund in Turkish lira.
- Clear records from the start. The Ministry recovers support paid on a wrong basis (Decision 5986, article 20). So the Turkish company keeps clear contracts and invoices from day one.

What makes an invoice ready for the claim
- Rent shown separately from services. The rent of the unit is on its own line. Storage, handling, pick and pack and transport are on other lines.
- The right company name. The invoice names the Turkish company that claims the support.
- Per unit and per country. Each unit and each country has its own invoice line, so the caps per unit and the periods per country are clear.
- Direct invoices from the partner. The partner invoices the Turkish company directly for its own work. We invoice our own work separately.
- Proof of payment. The Turkish company pays from its own bank account and keeps the bank statements.
The circulars of the Ministry set the exact documents for each support item. Your exporters’ association confirms the current rules before you sign a contract.
Offices and shared offices
Article 11 of Decision 5973 also covers the rent of an office or a shared office abroad. You choose and rent any office or shared office yourself, and you sign that contract with the provider of your choice. We leave the choice of provider to you, and work on your company, your tax numbers and your partner warehouse.
What we arrange
- Your Dutch company. A Dutch limited company (a BV), or a holding with an operating company. See company formation from Turkey.
- Your VAT number and your EU customs number (EORI number).
- The licence for import VAT (Article 23 licence), so your company reports the import VAT in its VAT return.
- Partner warehouses and fulfillment near Schiphol and Rotterdam, with invoices that suit the claim: the rent on its own line, per unit and per country, in the name of the company that claims.
- Bookkeeping and VAT returns for your Dutch company.
Our team works from Hoofddorp, next to Schiphol. Our team checks the partner’s licence or status before you receive a quote. You see every price first and have one contact person on our team. See stock in the Netherlands, Turkish exporters selling to EU buyers and how we work with partners.
