Why platforms withhold at all

Under US law, some payouts to foreign recipients are taxable in the US. These are royalties and related income from US sources. The payer must withhold tax, unless the recipient proves a right to a treaty benefit. If the form is missing, the platform deducts the maximum rate before it pays you. This only concerns the US share of your revenue. Your European revenue is paid out in full.

The main fields on the form

The W-8BEN-E is long, but for an ordinary BV you fill in four main parts. First, the BV as a legal entity, with its Dutch details. Second, the entity status: an active BV is usually a normal corporation with active income. Third, your Dutch tax identification number (RSIN). Fourth, the treaty claim: resident of the Netherlands, the business-profits article, 0%. A person with authority to sign for the BV signs and dates the form. Keep a copy for each platform. If you keep the copies ready in one folder, an audit is easier.

Where to file, and when to file again

Each platform hosts the form in its own tax or payout section, so you file it separately for each one. Put three moments in your calendar. The first is before the first payout (preventing is easy, recovering is hard). The second is after three calendar years (the form expires unannounced, and the 30% applies again). The third is on any change: new legal form, name or address. Switching from sole trader to BV, the new W-8BEN-E must be on file before the BV's first payout, alongside the payee switch from the bookkeeping guide.

For a Dutch company with US income, this form is one of the yearly checks. For a written check of your whole set-up, with the treaty rates for your situation, see Dutch tax advisory for international founders.

The bookkeeping can be handed over while you live abroad. On bookkeeping in the Netherlands you can read what you send, what is filed for you and what you get back.

What stays the same

The form is only for the US tax. In the Netherlands, all revenue counts in your BV as normal. If you sell through the app stores, check the tax section of your developer account. If you sell worldwide through your own channels, read selling outside the EU. Creators with the same question about ad revenue can read stopping the US withholding.
