What changes for you
- Stable rules: the Romanian micro-company regime was tightened again and again, with lower thresholds and new conditions. This made planning uncertain every year. In the Netherlands, retained profit up to €200,000 is taxed at 19%. You decide when to pay out dividends, which are taxed in box 2. Most tax changes are presented on Budget Day in September and take effect on 1 January, after Parliament has voted on them.
- American revenue: under the Romanian tax treaty, the US still withholds some tax on royalties. With Dutch residence, the rate is 0% under the 1992 treaty. For creators with a large US audience, this means more income before any other planning. See US withholding.
- Banking for creators: with a documented creator file, Dutch banks usually approve a business account. See banking for creators for the full approach. With payouts in euros, you also avoid exchange rate differences.
- The structure: a holding for a later sale and a reserve for uneven years. A lower customary salary is allowed if comparable work pays less, or for up to three years while a new BV is still unable to pay the full salary. You can also borrow up to €500,000 from your own BV (besloten vennootschap, the Dutch private limited company). The lower salary is what saves tax. At €36,000 in place of €58,000, you keep about €7,100 a year more. After a later dividend, about €2,800 of that remains. The loan gives you access to money, but your tax stays the same. Calculate it with your own figures.
Creators on subscription platforms
Romania has one of the largest communities of creators on subscription platforms in the world. In Romania, these creators face the most problems with banking, privacy and social exposure. See subscription income and the guide to privacy, whatever content you make.
The relocation, practically
EU citizenship means a registration in place of permits. Deregister at home under Romanian rules, register here, set up the structure, and update platforms and tax forms to the new residence. Romanian tax residence ends by its own criteria, so have one check with a Romanian adviser when significant assets stay behind. The 90-day sequence is in relocating to Amsterdam.
