Azerbaijan and the EU: trade and tax
The EU is Azerbaijan’s main trading partner and its largest export market. Mineral fuels make up most EU imports from Azerbaijan, and machinery and transport equipment lead EU exports to it. Relations rest on a Partnership and Cooperation Agreement in force since 1999 (European Commission).
Gas is the centre of that trade. On 18 July 2022 the EU and Azerbaijan signed a Memorandum of Understanding on a Strategic Partnership in the Field of Energy. Deliveries rose from 8.1 billion cubic metres in 2021 to an expected 12 billion in 2022. The aim is at least 20 billion cubic metres a year by 2027, through the Southern Gas Corridor. Both sides also want faster growth in renewable power, especially offshore (European Commission).
Azerbaijan applied to join the World Trade Organization in 1997, and the accession talks continue (European Commission).
The Netherlands and Azerbaijan have a tax treaty (Netherlands Worldwide, list updated 31 July 2025). It sets which country may tax dividends, interest and royalties between the two, and at what rate.
