Trade access to the EU
Under the association agreement, you pay zero duty on Jordanian industrial goods if you have origin documents. For some types of production, the origin rules are less strict. Pharma and chemicals are the main exports. Both must meet EU market rules, and an EU entity is best placed to handle them.
One EU company for regulated products
For the distribution of medicines and for chemical compliance, the EU requires a responsible company that is based in the EU. The BV takes on these roles once, for all 27 markets. This works the same way as the responsible person rule for consumer goods.
Fertilisers and CBAM
Jordanian fertilisers that contain nitrogen, such as ammonium phosphates (DAP and MAP), fall under the EU carbon border tax (CBAM). Phosphate rock, potash and nitrogen-free phosphate fertilisers are outside it. The importer reports at import. With your own entity, the filing and the data stay inside your group. See the CBAM overview.
Compare the Netherlands with Ireland and Germany on tax, substance, running costs and time. See setting up a Dutch subsidiary for a foreign parent company.
Services and tech
Tech companies from Amman sell to EU clients from a Dutch BV in the standard way. They use the reverse charge for business clients, a Dutch payroll for EU staff and contracts that large clients accept. You can set up the BV remotely, see the non-resident process. See the Jordan trade article for more detail.
