Legalisation. The Democratic Republic of the Congo is outside the apostille system, so after the notary the document needs legalisation. First the ministry of foreign affairs of the Democratic Republic of the Congo, then the Embassy of the Netherlands in the Democratic Republic of the Congo (or the embassy responsible for the Democratic Republic of the Congo). The Dutch notary accepts the document once it is legalised.
